"Vietnamese laws require riders of all motor vehicles from 49cc to have a full license, under 175cc is A1 and from 175cc is A2, under 50cc needs road rules test certificate".
This is the law in Vietnam since many years ago, however, this law is normally applied for local people. In Vietnam, the motorcycle riding license is not a problem. Formally, no license is fully valid in Vietnam, a half of the Vietnam's population don't have motorcycle riding license,
When you ride motorcycle in Vietnam, your existing car/motorcycle Driver's License, international riding license are acceptable by the traffic police on the road. The question of having or not a motorcycle riding license mainly concerns your insurance.
The law is the law, however, Vietnam is now open to the tourists from all over the world, the government always wants to welcome more and more foreigners to travel in Vietnam, when you ride a motorcycle, you respect the speed limit, wear a helmet and the police will never stop you,

The cost to change the license is 150usd if you change from your existing motorcycle riding license and 200usd if you want to change from your existing car driving license,
